This raised the school leaving age to 12, granted subsidies to church schools from local rates, abolished the locally elected schoo boards and passed authority of schools over to the county and borough council. The latter caused a row between non-conformists and the Anglican Church over what children should be taught. the anglican church school eventually received the funding, angering the non-conformists and intensifying the public resentment towards Balfour and in turn, conservatives.
