America was trading with France, but not with Great Britain. Great Britain, who were angry with not being allies with America, jumped American ships when they were traveling across seas to trade. America found out, and Jay's treaty was created. The government thought getting rid of ALL the British soldiers would solve the problem, and show Great Britain what they could do. However, the treaty did not solve the problem of American ships getting jumped.
