Made possible both preventative and punitive measures against the militant revolutionaries including summary arrests and internments and trial by special tribunals without appeal. Special courts were convened in Lahore, Benares, Mandalay, and Singapore. Of those tried in Punjab, 46 were hanged and 194 given life-imprisonment.
