This was Muszy’s proposal for the transfer of the powers. In this plan it included himself as Oberst with a 3 Major system.

Here are a few parts from that plan: “The regiment in the current state is no longer functional, therefore, I will propose a new solution, relieving the weight of Oberst and dividing powers into the hands of talented officers… My idea is to reorganize the regiment to have a stronger core of High Command, Low Command, and NCOs”

The planning for the transfer of powers officially begun with Mamba's blessing.
