Daniel had now come forward in the 'kings business' some 12 years. In fact, he was no longer doing the business of the king mentioned in Ch 8 as Babylon had now fallen to Cyrus and he had placed Darius the Mede on the throne in Babylon. He co-ruled with Cyrus for a couple of years.
Because of the overthrow of the Babylonian Empire by Persia, something that Daniel was not unfamiliar about because of previous 'enlightenments' provided by Yahweh in ch's 2, 7 and 8, Daniel had now set himself to re-read the works of Jeremiah about how long Yahweh has said they would be in captivity for (or more particularly, when the period of desolation of Jerusalem would be finished). Simple maths told Daniel that it was getting near the end.

He set his heart to confess the sins of the nation v 4-19 and while he was praying the angel Gabriel was dispatched to finalise the vision and the meaning that he had started to provide Daniel with in the previous chapter, but was closed up to Daniels understanding until he was ready to receive it.
