The artist is named Katsushika Hokusai. It is part of a series of prints called the Thirty-six views of Mt. Fuji. Originally they were mass produced and sold a lot. Influenced a lot of painters especially Europeans. The Thirty-Six Views of Mount Fuji were originally printed on wood blocks.
