The Marshall Plan was created by Truman's Secretary of State George Marshall. This plan's goal was to aid in the rebuilding of Europe and to stop the spread of communism. In total, America spent more than $13 billion on the rebuilding process, but communism stayed where it was and that's all that matters. America had positively cemented it's influence in Europe.
