Japan decided expansion was a main key in becoming a known world power. Before the attack on pearl harbor, the US thought that the Philippines was going to be the main target. The US government only had two ideas either build up the military in that small island, or give independence to the island. The government decided to go with independence because it was not worth the time and resources. Japan controlled much of the surrounding territory around the Philippines (Guam, Wake Islands, singapore, Hong Kong, thailand and the east indies all without a single warship). With limited defense the island was taken over by Japanese powers. The various attacks and severe threats Japan has only made the Americans more angry and ready to fight in the war.
