- Farmers attacked village moneylenders and sahukars --> interest rate issues
- In the Ryotwari system, the agreement was between the government and the ryot (cultivator) directly. This is decided every year
- Due to the Ryotwari system and the American Civil War(prices crased for overall cotton making business unprofitable) the indebtedness of peasants increased leading to anger among them toward moneylenders

- got support from the Poona Sarvajanik Sabha co-founded by M G Ranade.
