After the end of the civil war ex-general Nathan Bedford Forrest and other confederate soldiers who were upset by reconstruction efforts that were empowering black americans. They saw this as a threat to their power and began to attack and kill 'carpetbagger' or northern reconstruction workers, and terrorized black communities.
