The doctrine was announced by President James Monroe in 1823 at his 7th annual State of the Union Address to Congress. To the left is a written excerpt from his speech. The Doctrine had four major points but the overarching message was that America would no longer tolerate colonization by European powers in the Western Hemisphere. President James Monroe stated, "The American continents...are henceforth not to be considered as subject for any further colonization by any European powers." The doctrine states that the U.S. would not interfere in previous colonies of European powers, "But with the governments who have declared their independence, and maintained it, and whose independence we have, on great consideration, and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling, in any other manner, their destiny, by any European power, in any light...". The strong statement showed that the U.S. would not allow further colonization of the Americas.
