Part of the US constitution stated the ⅗ compromise, essentially limiting a slaves worth to ⅗ of a person (for congressional representation and tax appointment). It also included the fugitive slave clause which requires that an escaped slave must be returned to the state which he/she came from. This led to the cotton gin being created- slaves were still limited in their freedoms.
