Republicans carried the congressional elections in a landslide, winning almost 2/3 of the House and almost 4/5 of the Senate. They had secured a mandate to overcome southern resistance to the Fourteenth Amendment and to enact their own Reconstruction program, even if the president vetoed every part of it.
