Both Will Appeal to the Council of League Against Decisions by High Commissioner. PARLEY IN WARSAW FAILED Poles Hope to Limit Imports by Free City and to Force Use of Their Currency on Railroads.

WARSAW, Nov. 21. — The Polish Government rejected today the finding of the League of Nations high commissioner in the matter of the duty-free importation by the Free City of Danzig of half finished goods for finishing and their re-exportation and also in the matter of quotas on foreign products for use by the Free City's population.
