MOSCOW, Oct. 20. — Although recognition of the Union of Soviet Socialist Republics by the United States would put a crown on Soviet achievements, the Russians are not willing to admit this. There are no eager congratulations and no excitement in Moscow over the exchange of notes between President Roosevelt and President Kalinin whereby Foreign Commissar Litvinoff will go to Washington to discuss the matter of recognition with President Roosevelt.
