Almost from the start of the Spanish occupation of Cagayan, resistance developed among segments of the population. In 1589, the province was "all in rebellion," and "many Spaniards" were killed. Attacks were even made on Nueva Segovia, and "the natives were so bold and daring that they entered into the city to murder and rob." One of the encomenderos was
killed while "collecting his tribute" in his holding, and it becomes clear from statements of the time that the arbitrary and sometimes extortionate demands made under the encomienda system supplied the main grievances.
Certain "chiefs," evidently in the lower Cagayan, were reported as having "arranged with a Japanese captain to aid them," promising to give land to him in return, and also as sending "messengers to the king of Borney and other principal Indians of other provinces to ask assistance."
