While the Berlin Wall divided Berlin physically, Berlin had been divided long before that. At the end of WWII, Germany was split into four sectors, and each of those sectors was under control of either the U.S., Britain, France or the Soviet Union. Berlin was split in the same way. Because of the Cold War and the fact that both the Soviet Union and the U.S. had control over portions of Berlin, tensions ran high in Berlin, and the wall was built over time. In November of 1989, Gunter Schabowski announced that East Germans would be allowed to travel to West Germany, effective immediately, but he failed to say that there would still be regulatory processes in place. Crowds rushed to the Berlin Wall, and it eventually came down.
