Since delegates coulnd't decide whether or not slave should be counted when determining how many representatives a state should have in congress, the three-fifths compromise was created. Three-fifths of slaves would be counted. Upon this agreement it helped determine representatives and the amount of taxes each state would have to pay the national government.
