On june 21 1989 the supreme court ruled that burning the flag was a form of protest. They said it was an expression of opinion which is protected by our first amendment rights. The congress called for an amendment to the constitution that would permit laws against the flag at any cost. the supreme court struck this down saying that it took away one of our guaranteed rights.
