Lincoln wanted to reconstruct state governments in the South so Unionists were in charge. The proclamation said that presidential pardons would be granted if confederate states took a pledge for the emancipation of slavery and for the Union to stay together. He made this to shorten the war. Wade Davis Bill: Republicans disagreed with Lincoln's 10% plan and the Wade Davis bill was passed by congress, which required half of the voters in the state to take an oath and only non confederates could vote for a new state constitution. Lincoln vetoed the bill.
