As negotiations for the Articles of Confederation were started, delegates considered slavery and agreed not to interfere with the issue of slavery. They guaranteed the return of fugitive slaves to slaveholders and agreed to the three fifths compromise in counting slaves as three fifths of a person for representation purposes. Therefore, all of this showed federal support for the continuation of slavery.
