Congress passed the Fourteenth Amendment in 1868 that declared all people born in the U.S are citizens and had the states respect the rights of U.S citizens and provide them with equal protection and “due process of the Law”. The Supreme Court would make the “due process” and “equal protection of the law” the keystone for rights for all minorities. The Fourteenth Amendment disqualified ex confederate leaders from having state or federal offices. Also, it repudiated debts of ex-governments of the Confederacy and would reduce a state's proportional representation in congress and electoral college if they did not allow an eligible person to vote.
