President Madison felt he had no choice but to ask Congress for a declaration of war against Britain because of continued interference in the Atlantic Trade and with the northern border. However, this was a protracted war with no clear winner and in 1814, both countries signed the Treaty of Ghent (1814), with which each country kept the land it controlled before the war. Although the U.S. ended this war through a treaty without a clear victory, this war weakened the U.S. foreign policy of neutrality as the U.S. did indicate that it would abandon its policy of neutrality for national security reasons.
