As a result of the severe economic hardships of the Great Depression, workers' grassroots efforts. The number of striking workers grew from 325,000 to 1.5 million in FDR's first year in office. Union membership grew to more than 10 million and included 800,000 women. In response to this growing labor movement, FDR pass the Wagner Act (National Labor Relations Act) that created the NLRB. The NLRB protected workers' right to organize labor unions without business owner interference. The significance of this legislation is that is that it enabled unions to organize at a much greater rate since they were not interfered with by their employers.
