Esther 2:15-18 (CSB)
15 Esther was the daughter of Abihail, the uncle of Mordecai who had adopted her as his own daughter.
16 She was taken to King Ahasuerus in the palace in the tenth month, the month Tebeth, in the seventh year of his reign.
The identity of Ahasuerus is disputed and often attributed to Xerxes 1, however the 'evidence' is insufficient and circumstantial.
Darius Hystapes is a far better fit for a number of reasons.
*Darius the Mede has set 120 princes over the kingdom (Dan 6/1) By the time of Esther, King Ahasuerus's Medo-Persian Empire had increased to 127 'satrapies' or provinces (Esther 1/1)
By the time of Xerxes 1, by the beginning of his reign, the Persian empire had begun to lose 'satrapies' - and fast. so by the time many attribute the Vashti/Esther story after the Battle of Salamis, Xerxes was well on the decline, not increasing to 127 provinces!
This places Esther after Darius the Mede and before Xerxes.
*Esther 1/1 also states that "Ahasuerus which reigned from Ethiopia to India.
During Cambyses 5th year, all Egypt had submitted (525 BC), and a large part of Ethiopia. Having inherited Cambyses conquests, Darius the Great invaded and conquered India (506 BC). This shows that the Ahasuerus of Esther cannot be a Persian before Darius the Great (Hystapis).
*Esther 10/1 states "Ahasuerus laid a tribute upon the land and upon the Isles of the sea".
During 496 BC, the fleet of Darius conquered Samos, Chios, Lesbos and the rest of the islands of the Aegean Sea.
Herodotus (The Histories, op. cit., VI) says that Egypt, India, the island of Cyprus and the Islands of the Erythraean Sea (northern Indian Ocean today) paid tribute to Darius Hystapis. He also says that "the Ethiopians bordering upon Egypt who were reduced by Cambyses" paid no fixed tribute, but like others, brought gifts regularly to Darius Hystaspis.
* Susa or Shushan was also chosen early by Darius to be his royal residence (521 BC) where he built his palace and kept all his valuables.
This also excludes anyone before Darius Hystaspis as being Ahasuerus because the palace was at Shushan (Esther 1/2)
* It was Darius who established the Persian tradition of having a council of 7 wise and powerful men at court to advise the king, also mentioned in Esther 1/14.
*Previously mentioned, Darius used his Phoenician fleet to subdue all the islands of the Aegean Sea, but this was lost later on by Xerxes immediately after his 479 BC defeat to the Greeks and well before his sole 12th year of his reign. Yet it was after the 12th year of "Ahasuerus" that he imposed a tribute on the Isles (Esther 3/7, 10/1). Xerxes held none of these Isles.
*Mordecai's age is also a factor. He was among the captives taken in 597 BC. (Est 2/6) and at least 78 yrs by the 3rd year of Darius. This is more in keeping with the ages of contemporary's and not an impossible 123 years old when promoted to prime minister in the 12 year of Xerxes!
This would have made Esther, a first cousin of Mordecai, a lot older than the record intimates.
Esther becomes queen after a 12 month purification (2/12) and in the 10th month (Dec-Jan) and 7th year of Darius
