*In response to the fact that the Articles of Confederation had failed, 55 men from 12 states (Rhode Island not included) gathered in Philadelphia in secret to discuss a new government.* The biggest names who were present included Washington, Ben Franklin, James Madison, and Alexander Hamilton, while other war leaders such as Jefferson, Samuel Adams, John Adams, and Thomas Paine were also present. It established three branches of Government: the Executive Branch, headed by the President; the Legislative Branch, which was bicameral, with one house representing state population, while the other gave each state 2 representative; and the Judicial Branch, which just kept the Executive and Legislative Branches in check.
