Despite being officially unified, Italy was still very much fragmented. For one, the middle class and aristocracy had never truly accepted the revolutionary ideals that had trickled down from France. Additionally, the Pope still opposed the state until Mussolini came into power in 1922. Additionally, the Italian parliament, consisting of socialists and liberals, failed to compromise on even the most basic issues. Although Italy was now one state, they were disunited as ever going into WWI.
