US President Donald Trump formally signed the Hong Kong Human Rights and Democracy Act of 2019, which required the US Secretary of State to submit an annual report to the US Congress assessing whether Hong Kong continues to enjoy special treatment different from mainland China; the State Department not to deny visas to Hong Kong pro-democracy and peaceful protesters based on their arrest records; the President to establish a list of people who have eroded Hong Kong's autonomy and rule of law, sanctioning them with denial of entry and freezing of assets.
