Hong Kong's Secretary for Security John Lee said the impasse in the bill committee had invalidated its scrutiny of the Bill and wrote to the Chairman of the Legislative Council House Committee requesting to bypass the Bills Committee's allegation and resume the Second Reading in the Legislative Council on June 12 of the same year.
