Chen Zhimin, a member of the National Committee of the Chinese People's Political Consultative Conference and a former deputy minister of the Chinese Ministry of Public Security, said the Ministry of Public Security was fully cooperating with the Hong Kong police in arresting and repatriating prisoners who had absconded from Hong Kong to the Mainland, and that Hong Kong should also actively amend the Fugitive Offenders Ordinance to facilitate the transfer of fugitives to the Mainland. Chan revealed that over 300 felons had escaped from the Mainland to Hong Kong, all of whom "have names".
