2 Chron 34 23-28 Josiah was distraught at the priests reading of the Law to him as he realised just how far slipped the nation had become before God. He ordered the priests to seek after Yahweh v21 and they sought out Huldah the prophetess who lived in Jerusalem. Her message from Yahweh was damning, stating that great and terrible punishments were to be brought upon Judah. Just like the northern tribes they were to be punished for their rejection of Yahweh as their righteous King and for doing just about everything in their imagination to provoke Him to wrath.
An exception was made for for King Josiah and, by extension, anyone who genuinely humbled themselves before God (Jer 31/34 Psa 40/7-8) and changed their heart and ways. v27
Josiah's response was immediate and ongoing and he implemented further major reforms to the nation, culminating in a Passover celebration like no other had ever been kept since the days of Samuel the Prophet v18
