The People's Republic of China (PCR) was founded after a Civil War which broke out right after WWII. The President of the PCR, Mao Zedong, declared the People's Republic of China as being founded on the first of October 1949. The victories won by the PCR were won against the Chinese Communist Party. The U.S. was eventually pitted against the PCR because of an international conflict caused by the Korean war. The PCR has since built relations with the U.S. and U.N.
