1882 John J. Ingalls school opens: John J. Ingalls began as the Armourdale School in 1882, and was renamed in 1911 to honor the territorial leader and three-term U.S. Senator from Atchison, Kansas. The building was submerged by the 1903 Flood for one week, and more seriously damaged in the 1951 Flood. In the fall of 1918, following public concerns about the ongoing influenza epidemic, all Mexican children at Ingalls were segregated into a basement classroom, which shared the floor with a coal room and boys and girls toilets. In 1921 the teacher to student ratio in the 'Mexican Room' reached 1:72, leading the district to construct a separate three room building on the grounds in 1922. The ongoing segregation of the Mexican students was justified as part of an "Americanization" program promoted by the city's Chamber of Commerce, although that program was administered only at the Mexican Methodist Mission in Argentine. Proposals for the creation of a single, segregated Mexican school were promoted by Armourdale parents and business leaders, although the district ultimately opted to construct only one new school for the purpose, Clara Barton in Argentine. It is unclear when and whether the growing numbers of Mexican-American children, whose parents worked in the nearby meatpacking plants and railroads, were integrated into the general school population. The building was damaged in the 1951 Flood but rehabilitated over the course of the next school year. A consultant hired by the school district in 1969 recommended that the school, then the oldest in the city, be abandoned.
