As a result of many negotiations between the provisional and federal governments, the Manitoba Act was passed. Despite its small size and population, Manitoba became Canada’s fifth province. The Act was meant to be the end of the Red River Resistance and provide protections to the Métis living in Manitoba. However, it failed to provide those protections and many Métis ended up moving to the North-West Territories. The federal government was still in control of Manitoba’s natural resources and undistributed land, which they used for the building of railways. At the time, the idea of building a Pacific railway attracted many new immigrants.
