The British ship Leopard ordered the American ship the Chesapeake to allow the British to board and look for deserters. The Chesapeake, sailing in international waters off the coast of Virginia, refused. The Leopard fired on the Chesapeake. This authority of Britain off the coast of the United Staes was not seen greatly among the American people.
