WHAT COULD KENNEDY DO?
NOTHING: The US didn't want another humiliation like The Bay of Pigs invasion. They also had way more nuclear arsenal so they thought the USSR would never need these missiles.
AIR ATTACK: This would destroy all the missiles so that they were no longer a threat to the US. However, this might be seen as an act of the war and if Soviet soldiers were killed, the US would want to retaliate.
INVASION: This would get rid of the missiles and possibly Castro too allowing the US to take control of Cuba so to cut their ties with the USSR. However, this would be seen as an act of war and the Soviet's might retaliate by invading West Berlin (and American influence in the Soviet sphere of influence)
DIPLOMATIC MEASURES: This would avoid all risks of conflict. However, the US might be forced to back down, making them seem weak.
NAVAL BLOCKADE: This would prevent more missiles reaching Cuba but was not a direct act of war. The US had a strong navy so this showed that they were serious. However, it did it not solve the problem of the missiles that were already on Cuba and the USSR could retaliate by blocking Berlin.
On the 24th of October 1962, the blockade begun. Twenty Soviet ships actually turned around.
