Jefferson convinced the Democratic-Republican majority in Congress to pass the Embargo Act of 1807 as an alternative to war when faced with British provocations. The British would regularly seize the ships of neutral nations and capture U.S. sailors to force them to serve in the British navy (impressing). The British also killed 3 Americans and captured 4 others when they fired on a U.S. warship in the Chesapeake-Leopard Affair. The Embargo Act of 1807 was measure that prohibited American merchant ships from sailing to any foreign port, which Jefferson hoped would stop Britain from violating the rights of neutral nations rather than lose U.S. trade. However, the embargo only accomplished bringing economic hardship to the U.S. as Britain substituted supplies from South America for U.S. goods. The embargo resulted in a depression and was repealed by Jefferson in 1809 during the final days of his presidency.
