Abnur Tharn is father to Clivia Tharn, the 'Loyalist' Empress Regent of Tamriel and meticulous Ally to Mannimarco. He is known as High Chancellor and Overlord of Nibenay, he is an original member of the Five Companions, and also the Imperial Battlemage of the Elder Council.

Abnur is 164 years old and has at least 16 children — including Euraxia Tharn, the younger-sister of Clivia Tharn. It is unknown how he has lived that long, as Imperials often die earlier from old age.

Abnur would later on in the future aid the Imperial Separatists and The Ruby Brotherband — not necessarily due to similar ideals, but because, despite sharing his family's traditions of Daedra worship, he despises Mannimarco due to his involvement in the Soulburst.

The Elder Council, also known as the Imperial Council, is the central government of the Empire of Tamriel. Most of the Tamrielic governments previous to the Interregnum were unicameral and unelected bodies. The nature of its composition is not detailed.

It is however specified that the body had previously legislated before Clivia Tharn/Mannimarco took the Ruby Throne. The exact process of legislation within the Council itself is unclear—though it is clear that Emperors & Empresses have possessed the power of veto.

The Elder Council's task was to keep the Empire running. Their responsibilities consisted of the day-to-day management of the Empire, such as the administration and overseeing provinces, advising the Emperor/Empress, and the creation of laws (over which the Emperor/Empress still holds a veto).

The Council's importance becomes clear when the Empire is in some emergency or struggle, such as the current interregnum.
During absence of an Emperor (e.g the period between the death of an Emperor and the crowing of a new one) the Council is supposed to rule the Empire as an interim under the leadership of the High Chancellor — however, Clivia Tharn and Mannimarco saw to it that the Council be essentially abolished during their Rule. The Council used to be able to elect an Emperor/Empress Regent should the incumbent Heir be incompetent (e.g If the Emperor is mentally deranged, not allowing him or her to perform his task properly).

Euraxia Tharn argues her sister and current Empress Clivia can Lawfully be considered incapable of doing her duty as Empress due to being a 'captive' of Mannimarco, (even though she works alongside him willingly,) and because of this, she herself has the legal Right to Rule.
