In 1947, the National Security Council (NSC) was established. When the Soviet Union detonated an atomic bomb in 1949, Truman turned to the NSC. In 1950, the NSC delivered a report, known as the NSC-68. In this report, the NCS proposed to rebuild West Germany's defense until it surpassed that of the Soviet Union's. This would include the development of the hydrogen bomb, which was 1,000 times worse than the atomic bomb. This would increase taxes to support the military program, and the NSC asked Americans to be willing to make whatever sacrifices were necessary. This report militarized Americans' reproach to the Cold War.
