Established a new system while removing the old quota system with a new policy. It based on bringing together immigrant families and bringing in skilled workers. As well did not limit the number of immigrants per country and favor one group over another. This act was successful for immigrants because it provided a better system for immigrating in the US as well as granted citizenship for many undocumented workers.
