From 1931 to 1932, Spain had an issue with rural poverty. Peasants would work the land from very big estates. This was known as the “Latifundia”. They also had very small protection over the peasants rights and pay. The peasants also worked for long periods of hours. Most of all, most of the workers were seasonal employees. This means that the pay they receive from their landowner was not enough. The reform was made by the minister for labour, Largo Caballero. The reform included, eight hour work day, workers are given legal rights for overtime pay, and their wages were split between the landowners and labourers were settled by the committees with representatives from both parties.
