The RPF and Habyarimana's Hutu government agree on peace negotiations, called the Arusha Accords and signed in Tanzania, of a coalition. Either a Hutu or Tutsi could have a position in the government and Tutsi refugees can return to Rwanda. The accords were an attempt to end the civil war, though they failed and led to the 1994 genocide.
