Benito Mussolini (Il Duce) came to power in 1922 as Italy's prime minister and the leader of the National Fascist Party. He ruled peacefully and legally at first but in 1925 transformed Italy into a one-party, totalitarian state and ruled as the tyrant of Italy. These policies gave strong stimulus. The Italian economy grew more than 20 per cent between 1921 and 1925. Unemployment has fallen by 77 per cent. The boom boosted Mussolini's political standing and allowed him to pursue what he really wanted: economic governance.
