A strategic plan offering flexibility rather than a strict planning blueprint for the future was released yesterday by the Auckland Regional Council. Unlike the regional plan which deals with land use, the ARC 1990 development strategy sets out options for the region and its population of 915,000 people growing by 10,000 to 15,000 a year.

The strategic plan is based not on concepts of the ideal size of the region but rather the limits which might be imposed from values placed on the region's environment and natural resources.

The plan recommends that the time when growth in the region can continue cost effectively on all fronts is limited.
