Prime Minister David Lange opens a prototype low-cost house built at Manukau City Centre for the Manukau City Neighbourhood Development Unit. Members of the Manukau Housing Scheme subsequently adopt the design, develop a factory for the prefabrication of modular panels, and complete their first low-cost, self-build or 'sweat-equity' house in December 1987.
