U.N Security Council meets and votes on Harry Truman's proposal, stating "the Members of the United Nations furnish such assistance to the Republic of Korea as may be necessary to repel the armed attack and to restore international peace and security in the area." If the Soviet Union was there, they would block the UN resolution. Furthermore, the Soviet Union has been boycotting Security Council sessions because the U.N wouldn't take Mao for a seating. Truman then asked the U.N countil to take troops stationed in Japan to move to South Korea, not asking for a former Decleration of War.
