Turning Point:
This is a turning point because after the Nica Riots the Franks or any of the barbarian tribes wouldn't get into the Byzantine Empire, keeping the empire alive for another thousand years.
Progress:
The Byzantine Empire would continue to develop its economy and would continue with the rule of an emperor. Justinian had put an end to corruption by setting a new set of rules and having a person be strict about collecting taxes from the rich. This would put an end to corruption and the empire would continue to progress.
