November 28, 2008 an agreement called Status-of-Forces between the Iraqi parliament and the US was made. SOFA was put into action to regulate the US military involvement. The agreement entailed that the US troops will move out of Iraq by 2009 and be completely gone by 2011. The agreement also states that if an American commits a criminal act outside of the American military facilities they will be faced by the Iraqi criminal court. (www.loc.gov)
