As a result of the passing of the anti-trade union Smith-Connally Act, the CIO (the Congress of Industrial Organisations), a federation of trade unions, created the very first 'Political Action Committee' in 1943. It was designed to circumvent the Smith-Connally Act, which had banned contributions to federal election campaigns from trade unions.
