 This Act extended the ban on political contributions to federal election campaigns by corporations, banks, and utility companies, to labour unions. 
It was passed by Congress, over the President's veto, amidst a huge strike by 400,000 coal miner; some congressmen apparently feared the rapid growth of labour unions political power.
